Do you need a permit to replace your AC in Los Angeles?

Updated October 2026

Yes. In California, replacing a central AC, a furnace or a heat pump needs a mechanical permit. A heat pump usually needs an electrical permit too. That's true in the City of LA, the rest of LA County and Ventura County.

When a contractor says you don't need one, they're not doing you a favor. They're handing you the problem.

Who issues it

Inside the City of Los Angeles (Northridge, Chatsworth, Van Nuys, Woodland Hills and the rest of the city's neighborhoods), permits go through LADBS. Cities like Burbank, Glendale, Simi Valley, Thousand Oaks and Santa Clarita run their own building departments. The contractor pulls the permit, not you.

What actually gets checked

Two things happen after the install. A city inspector signs off on the work. And on most system replacements, an independent, state-certified tester checks the install too. Everyone still calls it HERS testing. As of 2026 it runs under the state's Energy Code Compliance (ECC) program.

That tester verifies things like the refrigerant charge, the airflow and how leaky the ducts are, depending on the job. It's the difference between a system that's set up right and one that quietly dies years early.

Why it matters to you

  • Selling your house. An unpermitted swap shows up in the buyer's inspection, and fixing it happens on their timeline with your money.
  • Rebates. LADWP requires the final approved permit to pay its heat pump rebate.
  • Insurance and warranty claims go smoother on permitted work.
  • Somebody independent checked the install. That protects you, not the contractor.

Why some quotes come in cheaper

A permit and the testing cost real money and add a step. Skipping them is one of the most common reasons a quote comes in way under the others. So when you compare, line the permit up the same way on every quote. Our posted prices don't include the permit fee; it's quoted separately. Ask every contractor whether theirs is in the price, and who pulls it.

Questions people ask

How much does an AC permit cost in Los Angeles?

Fees vary by city and by job, and they change. Our installed prices do not include the permit fee; it is quoted separately for your address.

Is HERS testing still required?

The same kind of independent field verification is still required on most system replacements. Starting in 2026 it runs under the state Energy Code Compliance (ECC) program instead of the old HERS program, but people still call it HERS.

Do I need to be home for the inspection?

Someone needs to give the inspector access. We schedule it and meet the inspector, and we will coordinate a time that works for you.
